Job Summary – Part 1

As a Commissioning Manager, you will report directly to the Project Manager and lead the execution of commissioning, start-up, and mechanical completion activities. You will oversee a multidisciplinary commissioning team, coordinate with owners, vendors, and subcontractors, and ensure all deliverables meet project schedules and quality standards.

The role requires hands-on leadership in organizing system-based commissioning, managing preservation activities, and ensuring readiness for start-up. You will also be responsible for overseeing punch list activities, performance tests, and site acceptance tests, ensuring smooth handover to operations.

This position demands extensive oil and gas project experience, particularly in tank storage facilities and control system integration. Candidates must demonstrate proven leadership in managing large commissioning teams on EPIC projects, ensuring safety and compliance at every stage.

The Commissioning Manager will also manage external interfaces, prepare the completions management system (CMS) dossiers, and monitor all start-up-related activities. Key Responsibilities

  • Report directly to the Project Manager on all commissioning-related matters.
  • Lead the execution of mechanical completion, commissioning, and start-up activities.

  • Maintain direct contact with the Owner’s commissioning and start-up team.
  • Oversee punch list creation, prioritization, follow-up, and closure.
  • Ensure the availability of all commissioning tools, equipment, and facilities.
  • Manage and coordinate preservation activities for the facilities.
  • Oversee subcontractors and vendors during commissioning and start-up activities.
  • Lead Site Acceptance Tests (SATs) and Performance Tests (PTs).
  • Manage the completions management system (CMS) and dossier compilation for proper tracking and handover.
  • Ensure adherence to project schedule milestones and safety standards.

Required Qualifications and Skills

  • Bachelor’s degree in Engineering (mandatory).
  • Minimum of 15 years project experience, with at least 7 years in commissioning leadership roles.
  • Proven experience in managing multi-discipline commissioning supervisors.
  • Strong knowledge of EPIC projects for oil & gas tank storage facilities.
  • Hands-on experience in pre-commissioning and commissioning of tank farms and control systems integration.
  • Excellent leadership, organizational, and problem-solving skills.
  • Strong communication skills for managing teams and external stakeholders.
